What Is a Remote Operator Certificate (ReOC) And Do I Need One?

Certifications are a mark of capability in any industry, and this is especially true in Australia’s drone sector. As technology, flying techniques, legal requirements, and public awareness all evolve at lightning speed, a Remote Operator Certificate is a clear sign that a drone services company is certified, qualified, and professional.

A Remote Operator Certificate, or ReOC, is a core element of commercial drone certification in Australia. It is a legal requirement for operating a drone business and employing drone pilots. But there are many benefits beyond this, including earning the trust of clients, upholding high professional standards, and running a thriving – and ultimately successful – drone business.

Understanding the Remote Operator Certificate (ReOC)

What is a ReOC?

A ReOC is a certification issued by Australia’s Civil Aviation Safety Authority (CASA). It authorises a business or individual to conduct commercial drone operations, most of which go beyond the capabilities of a hobby (i.e. unlicenced) pilot.

Holding a ReOC allows a company to manage drone pilots, apply for operational approvals, and run a professional drone service.

In short, anyone planning to run a drone business in Australia should have a Remote Operator Certificate.

Why the ReOC Matters in the Drone Industry

According to the latest (at time of writing) full-year Australian Aviation Network Overview report from Air Services Australia, drone traffic near Australian airports increased significantly in FY23-24. Drones were also used for more mapping and inspection operations, and less for aerial photography.

All of this suggests that drone activity is shifting from predominantly hobby applications to commercial pursuits. In other words, Australians are getting more serious about drones.

Certification – and especially a ReOC – is an essential part of this nation-wide transition from hobby piloting to professional operations, for several reasons:

  • Compliance with CASA regulations: A ReOC demonstrates that businesses understand how to operate drones legally and safely, with compliant record-keeping and flight protocols.
  • Employment opportunities: Businesses with a ReOC can hire remote pilots with a Remote Pilot Licence (RePL).
  • Operational flexibility: ReOC holders can apply for permissions to conduct advanced operations, such as flying beyond visual line-of-sight or in restricted airspace.
  • Professionalism and credibility: Holding a ReOC demonstrates a commitment to adhere to regulations and uphold best practices.

Remote Pilot Licence (RePL) vs Remote Operator Certificate (ReOC)

A Remote Pilot Licence (RePL) is an individual certification. It authorises a person to operate drones commercially but comes with restrictions.

A Remote Operator Certificate (ReOC) is an organisational certification. It permits an entity (individual or company) to conduct commercial drone operations, manage pilots, and apply for operational approvals.

A ReOC also sets the conditions for the pilots working under it. For example, the ReOC clarifies if the entity has permission to fly at night, close to people, or beyond visual line of sight.

In short, a RePL lets you fly; a ReOC enables you to grow your drone business. Learn more in our detailed guide to the Different Types of Remote Pilot Licence

Who Needs a Remote Operator Certificate (ReOC)?

A ReOC is essential for businesses operating drones commercially. That includes specialist drone service providers and businesses that use drones, such as mining companies, surveyors, media outlets, and developers.

It allows them to hire CASA-certified pilots and apply to conduct a range of drone operations that aren’t available to other operators, such as:

  • Flying within 5.5km of controlled airspace with approval.
  • Applying for permissions beyond standard drone safety rules.
  • Employing licenced pilots.

Legal and Regulatory Requirements

Holding a ReOC is not simply a check-box exercise or a way to track commercial entities. It has more to do with safeguarding Australian airspaces and ensuring drone operators are doing the right thing:

  • Maintaining accurate and complete records, including keeping flight logs (for up to seven years in some cases).
  • Developing operational procedures that align with industry-wide standards.
  • Training drone pilots and being responsible for their safe operation.
  • Registering drones for identification by authorities, other aircraft, and the public.

FAQ: How, Why and Where to Earn Your Remote Operator Certificate

Now that you understand the importance of a ReOC from the industry’s perspective, it’s time to put your career in focus and answer some common questions about Remote Operator Certificates.

Is a ReOC worth it? How do you apply for a ReOC? What are the eligibility requirements? How much does a ReOC cost?

These are some of the most common questions we receive about ReOC. So, let’s provide some clear answers.

What Are the Benefits of Having a Remote Operator Certificate?

Stay Compliant with CASA Regulations

Having the right certifications ensures your operations comply with CASA regulations, reducing the risk of fines or operational shutdowns.

Grow Your Business and Hire Good People

With a ReOC, your business can employ licensed remote pilots. This allows you to scale operations, manage multiple projects, and take on more significant contracts.

Expand Your Operational Horizon

A ReOC grants permissions beyond standard drone safety rules. It allows you to apply for:

  • Approvals to fly in controlled airspace.
  • Night operations.
  • Flights near people or infrastructure.
  • Drone swarm operations.

Gain a Competitive Advantage in Your Industry

ReOC holders are legally allowed to work for clients using drones. That means investing in a ReOC can set you apart in industries where drones are increasingly popular, such as mining, real estate, agriculture, surveying, and environmental management.

Whether you plan to specialise in drone services or offer them in addition to core expertise, a ReOC enables you to secure contracts and grow your business.

What Are the Steps to Apply for a ReOC With Global Drone Solutions?

1. Preparing Operational Documentation

We develop the required documentation on your behalf, including a comprehensive operations manual, safety procedures, and risk management plans that comply with CASA requirements.

2. CRP Course

The nominated Chief Remote Pilot CRP will sit a one-day course to understand their roles and responsibilities and prepare for assessment. This can be completed in person or virtually.

3. Submitting to CASA

After completing the CRP course, we will submit your manuals to a CASA delegate for approval and book you in for the official assessment.

4. Passing the CRP Assessment

Your company’s CRP must pass a CASA assessment to verify their knowledge of their operations manual and procedures library.

5. Receiving the ReOC

Once CASA approves your application, they will issue your ReOC, outlining:

  • Types of drones you are approved to operate.
  • Weight restrictions.
  • Manufacturer and model.

Who Is Eligible For a ReOC, and What Are the Prerequisites?

Before applying for a ReOC, you must:

  • Nominate a Chief Remote Pilot: This can be yourself or an employee/associate with a RePL and Aeronautical Radio Operators Certificate (AROC).
  • Register the business or company: You must have an ABN as a sole trader or a registered company with an ACN.

It is important to reiterate that a ReOC does not permit you to fly. Any commercial pilot must hold a RePL that is valid for the category of drone they plan to operate.

How Much Does a ReOC Cost?

Depending on your previous qualifications, you may be required to undertake additional training and receive additional qualifications to be eligible for a ReOC. Our course packages range from $2,600 to $5,300.
